Candidates have started their campaigns to fill Norman City Council seats for wards 2, 4, 6 and 8. Each campaign season the City of Norman Enforcement Authority invites candidates to an orientation meeting.
The meeting is designed to familiarize candidates and their volunteers with the report forms that are required by the City Code. The session will be held at 5:30 pm Wednesday, Jan. 23 in the Norman Municipal Building Conference Room.
"Article II. Campaign Disclosures of Contributors, Contributions and Expenditures was established in the City Code over thirty 30 ago," said Judi Knapp, chair of the Authority.
"The intent of the rule has been to give voters a view of the candidates financial activity during the election cycle. The candidates and their volunteers do a good job of submitting the information ," Knapp said.
"There has been confusion and misunderstanding, however, about others who must submit reports. The code defines who shall file," she said.
"Sometimes well-meaning citizens work for or against a campaign outside a candidate's organization. That makes them a "committee" as described in the code. Reports need to be filed in the same manner and on the same schedule as candidate reports," explained Knapp.
More detailed information is available in the Office of the City Clerk. Norman is the only city in Oklahoma that has its own elections rules. Other government bodies go by the State of Oklahoma Ethics rules.
