A resolution that would modify Oklahoma's primary method of financing municipal governments advanced from the Rules Committee of the Oklahoma House on a bipartisan 5-4 vote.The measure's author, Rep. Steve Martin (R-Nowata, Washington, Osage Counties) request a hearing of House Joint Resolution 1056, also known as the "One Percent Solution," seeks a constitutional amendment to correct inequities resulting from the evolution of the retail sales industry that has taken place in recent years at an ever accelerating pace, Martin said.
The legislation would require that 1 percent of sales tax collections be placed into a special fund. The money in that fund would then be distributed to all Oklahoma towns based on population, allowing towns with fewer retail outlets to receive a share of the taxes paid by their residents forced to shop in other towns with a superior retail presence.If the bill receives majority support in both the Oklahoma House and Senate, the measure would be placed on the general election ballot for a vote of the people in November 2008.
